MASSIVE CORRUPTION BEHIND FG’S $1BN LOAN —APC
THE All Progressives Congress (APC), on Sunday, cautioned against issuing President Goodluck a carte blanche on the funding of the battle against insurgency in the country, saying he could use such financial empowerment to further cripple the nation’s democracy.
The party was reacting to the president’s request to the National Assembly for $1 billion loan to fight the Boko Haram insurgency.
It requested the National Assembly to properly scrutinise the request, saying the administration had no business borrowing money if it had accounted for $20 billion in oil funds or plugged the alleged official stealing of 300,000 barrels of oil per day.
In a statement issued in Lagos, on Sunday, by its national publicity secretary, Alhaji Lai Mohammed, the party said even if the alleged missing oil fund was only between $10 and $12 billion as admitted by the Federal Government, the amount represented more than 10 times the fund which the FG was now seeking to borrow under conditions yet unknown.
It described as disingenuous and sheer blackmail, the argument that the money was for national security or that it would facilitate the release of the over 200 schoolgirls abducted about 100 days ago.
“That argument is hollow. In the first instance, trillions of Naira have been allocated yearly - in the past few years - for security and defence, yet the fight against the insurgents rages on with deadly consequences.
“Secondly, the only reason the schoolgirls have remained in captivity is the sheer cluelessness and incompetence on the part of the Jonathan-led administration, which waited for 19 days before even admitting that the girls were kidnapped in the first instance,” the statement read.
It asked the National Assembly to put national interest above all other considerations, by taking a dispassionate, non-partisan look at the request.
“What we are saying in essence is that the National Assembly must summon security and military chiefs to explain how the huge funds allocated to security sector in the past has been spent, before more funds can be pumped into the sector. 
“They must be asked what happened to the military equipment said to have been procured in recent years.
“If after all the scrutiny, the National Assembly still feels it must approve the loan, so be it, but it (National Assembly) must know that its own integrity and credibility are on the line,” APC said.
The party also reminded Nigerians that the civil war, which lasted three years, was prosecuted by the government without resorting to any external borrowing, due to competent and transparent management of the nation’s economy.
“On the contrary, trillions of Naira have been pumped into the Boko Haram war in the past five years, and Nigerians still do not have any indication of how soon the insurgency will end or what happened to the huge allocated funds.
“Instead, what the tax payers are being asked to do is to shell out more funds to finance the incompetence and corruption of a reckless administration, whose officials fly around the world in jets that burn billions of Naira but cannot allow them to be probed by the National Assembly,” it said.
APC wondered why the administration that chided Governor Kashim Shettima of Borno State, when he alerted Nigerians to the need to adequately equip and motivate military men, had now turned around to admit that the military needed modern hardware to fight the insurgency.
The party said it aligned with those who had cautioned against the National Assembly giving a blank cheque to the administration, due to its inability to account for the past budgetary allocations for the security and defence.
“This year alone, 20 per cent of the total national budget of N4.962 trillion, about N968.127 billion, was allocated to defence. How much of that money has been released so far and how has the funds been spent? What about the equally huge allocations in the previous years?
“Approving the $1 billion loan may amount to giving more ammunition to the administration to stifle the nation’s democracy or even threaten the very existence of the country,” it said.

GROUP SUBMITS BILL FOR REGISTRATION OF SOUTHERNERS IN KADUNA

Breaking News: Two Soldiers Died In Helicopter Crash In Borno


Two soldiers were killed yesterday when their helicopter crashed in Bama, Borno state, the Defence Headquarters has said.
In a statement issued in Abuja, the Director of Defence Information (DDI), Major General Chris Olukolade, said: “One of the pilots of the crashed Nigerian Air Force Mi-35 helicopter on a training mission earlier reported today, has been recovered alive while the second one as well as the technician on board the 3-member crew flight died in the crash. Rescue is still ongoing.”

The Boko Haram sect on Saturday killed over 60 people at Gaidamgari village in Bama local government area of Borno State, following refusal by residents to allow their young males to be recruited as members of the terrorist group.
The sect, it was learnt, had embarked on a conscription drive to shore up their ranks dwindled in a series of battles with government troops, but villagers resisted the move.
Sources said the attack on the village, which took place about 10pm, was masterminded by the terrorists as punishment following the refusal by parents and elders to heed the demands of the sect to recruit young men from the village into their fold.
“The refusal of the community to allow their children particularly young boys between the ages of 15 and 20 to be recruited into the Boko Haram group, led to the carnage that befall them as the terrorists mobilised and launched a deadly attack on Gaidamgari village,” a security source said. He noted that during the attack, over 60 residents were killed, while several others sustained gunshot wounds.
The source said the gunmen invaded the village in a convoy of Toyota Hilux vehicles and launched attacks with improvised explosive devices, IEDs, on defenseless civilians.
Another security personnel, who did not want his name mentioned, confirmed the attack on Gaidamgari, but said that 29 people were killed. In another development, about five motorists, including passengers, were at the weekend ambushed along Bama- Maiduguri road by a group of terrorists.
A source at the University of Maiduguri Teaching Hospital told our correspondent that five dead bodies were brought into the hospital. Preliminary investigation revealed that they were victims of Boko Haram ambush.
Our correspondent gathered that a large number of troops were yesterday deployed to the surrounding villages and towns of Damboa to confront the terrorists.
This is even as the Federal Government has vowed not to cede an inch of the nation’s territory to the sect, pledging the commitment of its armed forces and other security agencies to the fight against terror.
Government’s reaction came on the heels of reports that the sect had at the weekend effectively sacked Damboa village and consequently hoisted its flag in the area.
Media reports had detailed how Boko Haram militants killed more than 100 people in the area and hoisted their black and white flag in Damboa, about 85 kilometres from the state capital, Maiduguri.
At a security briefing in Abuja, the Director of Defence Information, Maj.- Gen. Chris Olukolade, said no portion of Nigerian territory would be conceded to any terrorist group, insisting that security in Damboa would be restored.
“We are not conceding any portion of the country to terrorist groups; we are sure that Nigeria security agencies have firmed up deployment in that area; patrols are active and we are going to reverse any form of security threat around the area,” he said. Olukolade, however, dismissed reports that terrorists had overrun the town.
He said: “I will not be stampeded to endorse what you read on social media. Nobody, I repeat, nobody will be allowed to hoist any flag in any portion of land belonging to this country.”
Meanwhile, a Nigerian Air Force Mi-35 helicopter on a training mission crashed yesterday afternoon due to technical fault at a location South of Bama in Bama Local Government Area of Borno State, the military said.
The co-pilot and the technician died in the crash while the pilot survived. Bama, about 70 kilometres drive from Maiduguri, is located along the fringes of Sambisa Forest that has witnessed series of deadly attacks by suspected members of dreaded Boko Haram sect. This was contained in a statement by Olukokade and made available to our correspondent in Maiduguri yesterday.
The DHQ spokesman noted that investigation had commenced to unravel the circumstances that led to the accident. “It is established that the crash is not as a result of any enemy action. Further details on the crash will be made known as soon as the investigation progresses,” Olukolade stated.
