CONFAB WANTS NON-GRADUATES BARRED FROM CONTESTING FOR PRESIDENT
If the proposed amendments to the 1999 Constitution by the national conference sails through, the presidential ambitions of some notable Nigerians may   come to an abrupt end.
Investigations by our correspondent in Abuja showed that the   proposal that   whoever wants to be the President should have a university degree may become an   albatross for such politicians.
Among the politicians that may be barred   are a former Head of State, Maj.Gen. Muhammadu Buhari(retd.); a former Vice President, Alhaji Atiku Abubakar and the Jigawa State Governor, Alhaji Sule Lamido.
Section 131 of the present constitution spells out qualifications concerning anyone who is aspiring to be a President.
It says, “A person shall be qualified for election to the office as the President if (a) he is a citizen of Nigeria by birth; (b) he has attained the age of 40 ; (c) he is a member of a political party and is sponsored by a political party; and (d) he has been educated up to at least school c ertificate level or its equivalent.”
Although the proposed amendments   did not alter the section significantly, it adds that anyone who aspires to be a President must have paid his tax as and   when due and must be a university graduate.
The proposed amendments in the Section 131 of the Principal Act is altered by:
(A) inserting a new subsection (c) as follows:
“(C) he has paid his tax as and when due” and “(d) he is registered to vote”
(b) deleting the word “and” in paragraph (d) with the following and renumbering same as paragraph (e)-
“(e) he has been educated up to at least the university first degree or its equivalent”.
If the amendments are carried out, a clean copy of this Section of the constitution will now read, “A person shall be qualified for election to the office of the President if :
(a) he is a citizen of Nigeria by birth, (b)he has attained the age of 40 , (c) he has paid his tax as and when due(d) he has registered to vote and (e) he has been educated up to at least the university first degree level or its equivalent.”
Meanwhile, delegates to the conference have expressed divergent views on whether this aspect of the amendment should be implemented or not.
A delegate from the northern part of the country, said the provision was aimed at stopping some notable presidential aspirants from the zone.
The delegate, who spoke on condition of anonymity, vowed that the zone would mobilise and “stop the offensive aspect of the amendment at the National Assembly.”
“We are waiting for them. Let them put whatever they want to put and see whether that will pass through the National Assembly,” he added.
But another delegate, Prof. Isaac Albert, said there was nothing wrong with the provision, adding that it would be wrong to assume that the section was amended to punish the North.
He said, “No, it is wrong to assume that we are targeting   northern politicians. In fact, there are many professors in the N orth.
“What we did was an attempt to improve academic standing of those who want to lead this country. We indeed have enough graduates in the region.”
Another delegate, Chief Paul Enebeli, who is the President General of Ndokwa Nation and member representing the South-South, said Nigerians would be deceiving themselves to think that the people from the northern part of country were not educated.
He said most of the people who attended best schools outside the country were from the Norh.
Enebeli, who defended the provision, said, “Having a degree means you will have experience to govern and lead.
“Look at the quality of the delegates from the north who attended the conference. Majority of them are degree holders. We even had professors among them.”
But a delegate from the North, Dr. Junaid Mohammed, disagreed, saying that though it was good to be well educated, having degrees might not necessarily mean you could lead better.
He said that some Nigeria’s past leaders whom he scored high   were not university graduates.
Mohammed said, “We have had those who didn’t go to the university and have done well as our leaders.
“And we have had and still have those who went to the university and are leading us as if they never went to any school.
“At the level of the Presidency, what you do is mere management and consultation, which having degree may not be necessary .”

CRIPPLE ATTEMPTS TO BOMB LAGOS AIRPORT

A former Chairman of the Economic and Financial Crimes Commission (EFCC) and chieftain of the All Progressive’s Congress (APC),  Mallam Nuhu Ribadu, has finally dumped the main opposition party for the ruling Peoples Democratic Party (PDP), Sunday Trust can authoritatively report.
This is even as the defunct Action Congress of Nigeria (ACN’s) presidential flag bearer in the 2011 election is set to obtain his nomination form for the October 11 Adamawa governorship bye-election from the PDP national secretariat and proceed to Yola to kick-start his electioneering campaign.
This has put paid to speculations that have been making the rounds in the past weeks over alleged plans by the Presidency and the leadership of the PDP to woo the former anti-graft Czar to join the ruling party.
Sunday Trust’s investigation revealed that Ribadu, at the weekend, returned his membership card with the APC with registration number: AGA/YOS/02009301 to the chairman of the party in his Bako Ward of Yola South Local Government Area and obtained a new membership card from the ward chairman of the ruling party, who issued him the card with registration number: 1933795.
Confirming Malam Ribadu’s membership withdrawal from the opposition party, the Chairman of Bako Ward in Yola South Local Government Area, Usman Musa Pola, said the former EFCC boss returned the APC membership card last Thursday (August 14) through a member of the party who hails from the same ward. Sunday Trust’s checks further revealed that the return of the APC membership card, which was obtained by Ribadu on February 5, 2014 at the ward, was accompanied with a withdrawal letter.
“I can confirm to you that Mallam Nuhu Ribadu’s membership card of our party (APC) was returned and handed over to me last Thursday through a member of my party from this ward. It was accompanied with a withdrawal letter and we are now in possession of the returned card,” Pola said.
Similarly, the Bako Ward Chairman of the PDP in Yola North Local Government Area, Hamidu Aji, confirmed to Sunday Trust that Ribadu had registered at the ward at the weekend and was issued a PDP membership card, adding that Ribadu’s request was conveyed through a covering letter. “After registering him the executives at the ward level have written to the State and national chapters of the party intimating them of the development,” Aji said.
Further investigation by Sunday Trust revealed that by renouncing his membership of the opposition party and joining the ruling PDP, Ribadu is now set to obtain his nomination form from the PDP national secretariat and proceed to Yola, the Adamawa State capital, to kick-start his campaign for the party’s ticket in the forthcoming bye election.
Sunday Trust checks revealed that, at the weekend, finishing touches were being put to the renovation of a massive apartment donated by a party faithful, which is located at No. 8 Ahmadu Bello Way, Jimeta-Yola. It would serve as the Secretariat of the Nuhu Ribadu Campaign Organization. When our reporter visited, the apartment was being painted with PDP colours and logo, even as poles were being erected to hoist the party’s flags.
It was also gathered that an elaborate campaign team to be headed by one Honourable Saleh Kinjir, a former Commissioner for Local Governments during the tenure of former Governor Boni Haruna, has already been put in place, preparatory to the arrival of Ribadu in Yola today (Sunday) for the formal inauguration of the campaign organization tomorrow(Monday).
The elaborate campaign team is comprised of standing committees on: Governance (which would formulate policies on the proposed PDP government under Ribadu); Finance, Research and Planning as well as media and legal consultants.
The Chairman of the Concerned Youth for Good Governance, a pressure group that been pressurizing Ribadu to join the PDP and run the Adamawa bye-election, Isa Ibrahim Toungo, told our reporter that  they were glad that Ribadu had hearkened to their calls and had registered and obtained PDP membership card to contest the election.
“Having registered at his Bako ward in Yola-South and obtained his PDP membership card, we are happy that Ribadu is now a bonafide member of our party”, Toungo said.
The Adamawa State Secretary of the PDP, Barrister Tahir Shehu, confirmed to Sunday Trust that the chairman of the Bako Ward of the party had informed the state secretariat of the PDP about Ribadu’s decision to join the party. “I was informed by his (Ribadu’s) ward chairman that he had sent a letter denouncing his membership of the APC and joining the PDP”, Shehu said.
